Outcomes tracking system

The outcomes tracking system deploys the data infrastructure that fills California’s documented workforce placement tracking gap. The system tracks cohort enrollment, completion, certification, placement, and Medi-Cal-reimbursable hours billed by consortium-trained workforce, with reporting categories aligned to the Assembly Bill 403 reporting requirements taking effect July 1, 2027. The deliverable includes the technical infrastructure design, the data collection workflows, the privacy and data governance protocols, and the public reporting infrastructure for the consortium’s annual outcomes reports.

Human Technology Interface is the consortium’s technology partner for the outcomes tracking system buildout that deploys the data infrastructure that fills California’s documented workforce placement tracking gap. The system tracks cohort enrollment, completion, certification, placement, and Medi-Cal-reimbursable hours billed by consortium-trained workforce.

The consortium’s learning agenda identifies five priority questions to be answered through Phase 1 implementation. What is the optimal cohort size for student completion and placement? What employer engagement structure produces the highest placement rates? What supervision and continuing education structure produces the highest retention? What variation across the three counties affects placement and retention outcomes? What features of the CHW Workforce Development Toolkit version 1.0 produce the highest replication adoption? The consortium commits to publishing annual outcome reports through the public reporting infrastructure beginning at the conclusion of the first Phase 1 cohort placement cycle.

CHW Workforce Development Toolkit version 1.0

The CHW Workforce Development Toolkit version 1.0 publishes the consortium’s replicable model for adoption by other community colleges, community-based organizations, county behavioral health agencies, and consortium-aspiring multi-institutional initiatives across California and beyond. Engagement records and community health data generated through the program will become permanent public assets. The Toolkit will be shared statewide with community-based CHW training programs, workforce development initiatives, and public agencies, enabling partners to host and engage future student cohorts in community-based fieldwork.

The Toolkit includes the consortium’s documented curriculum framework, employer engagement protocols, supervision and continuing education structures, outcomes tracking specifications, fieldwork pipeline integration protocols, and the GloCha digital public infrastructure component supporting workforce mapping and field practice documentation. The GloCha component is the Toolkit’s digital infrastructure element, replicable through the GloCha platform’s global digital public infrastructure framework for adopting organizations across California, the United States, and within the United Nations system engagement scope.
